Description of the idea: Essentially what I am suggesting is to add more indiscrete locations to add more diversity and more opportunity for civilians/criminals to conduct RP. For example, if a civilian wants to capture someone and hold them in a location, right now they have almost nowhere and no place to go other than the sewers. This, in my opinion, can be fixed very easily by simply making more space on the map and adding more filler buildings onto the map to give civilians more space to somewhat stretch their legs and to conduct their own roleplay without it always being right next to a major construction such as the bank or the Interior Ministry building. Adding things like new buildings or perhaps new constructions in nature such as a forest or cave would be highly beneficial to civilians and generally non-governmental roleplay. Why should this be added?: I feel this should be added to the game as it would help to promote new and more unique roleplay opportunities for not only civilians, but for government factions as well. By giving civilians more opportunities to have their own roleplay scenarios and by giving criminals more space to work with and more diverse buildings/environments, it would make the job of the government a bit harder and therefore a bit more fun as a faction, for example the NSB, would have to actually go out of their way to conduct reconnaissance on a specific building or specific person to narrow a search as searching every building for one person would not be practical. In addition to these bits of roleplay, it would give different factions and different companies more opportunities to expand their horizons by purchasing new pieces of land or new buildings for their own operations to enhance the roleplay for the people in those companies or in those factions. What negatives could this have?: In addition to making it easier for civilians and criminals to commit crimes, it will make getting rid of minges a lot harder as staff would have more ground to cover in a sense. Staff can typically monitor situations pretty easily since the current map is somewhat smaller, but since new buildings and new pieces of area would most likely lead to a bit of an expansion of the current map size, it would make it harder for staff to cover all necessary areas and to prevent most violations of the rules. Additional information: I think the appearance of terrain would be a very nice touch to the map, especially things like hills or rivers would be a great addition to make the map seem more realistic. In addition to terrain, an introduction of things like churches or civilian-led roleplay spots would be a fantastic touch and would definitely help to promote more civilian roleplay as the majority of the current civilian roleplay is just acting as either a criminal or a business owner which could definitely be fixed by adding more roleplay spots like these.

This is in truth an entirely RP issue not a OOC issue. People are just lazy with their rp and don't want to attempt to use other avenues. I honestly don't see a downside to this. Admins are competent enough to figure out when audio recordings should be used. This is always the big thing with these. Metagaming can be a big problem, and just the overall tussle with getting it approved and proving it was approved during court time. Overall however allowing it to be easier to record audio will be better for the NSB, +1 -

Because if people were driving beefed up vehicles it would just turn into an VDM slop competition. -1. Would be harder to stop people from running everyone over.

Neutral. I don't think you should just be able to turn it into a NPC but rather a system should be implemented for command to process weekly amounts of contraband. Might be a better thing to set up through IC means however.

Although, like Whoreson commented, the forest saw the least amount of action, it still proved for some new roleplay. It also was fun for manhunts and cult roleplay.
