Description of the idea: Introduce NPCs at key government buildings for government/armed forces to interact with and be outfitted with a civ model and remove the rank from their name.

Why should this be added?: Introduce off-duty roleplay, which incentivizes corruption rolepklay

What negatives could this have?: Just a bitch of a coding effort
