Description of the idea:  Bring back the drug vendor

Why should this be added?:  There is almost nothing illegal that can be done on the server to make money other than mugging, drugs were the backbone of businesses and illegal mobs and gangs. It used to create RP for both the government and civilian jobs.

What negatives could this have?: Time to fix the vendor?
