Weapon Draw time

Description of the idea: id like to suggest a weapon draw time such as systems seen in FiveM roleplay and what not where it takes more or less a couple second to equip your weapon before it is ready to shoot. 

Why should this be added?: This is to keep realism by giving individuals with their weapons drawn to begin with the advantage (as is realistic), and make it far less likely for a single/few persons to quick draw an entire crowd (or most depending on the size) of people arresting them/aiming guns. One example means officers who are detaining people, wont be at as much risk detaining a single person with a gun killing most/all of them because there is basically no draw time, and if this were to be added would make RP far better and more realistic. This could also prevent conflicts between factions from starting on a whim, by someone whipping out an mp40 and mowing down a crowd, by giving everyone around more time to react.

What negatives could this have?: Maybe some programming issues from devs
