Guy keeps moving while trying to cuff him, wont stop running and is a civvy tying others up for no reason. refuses to stop moving

If a user is under FearRP and does not stop moving under gunpoint after multiple warnings, they can be killed and you can request a PK. This is an IC Issue, something which can be dealt with by yourself. The user has broken no Server Rules, therefore this is Invalid.
