Civilian Richters after switch to MITHC

Description of the idea: What if instead of just businesses, citizens can RP as Richters, but not in a faction.

Why should this be added?: It would add deeper roleplay, an option for people who don't want to be in the Polizeigericht

What negatives could this have?: Less Richters in the Sicherheits-Polizeigericht

Additional information: 

Civilian Richters: I know Judge outfits exist within the Prometheus models, and younger Richters who don't want to be in the Sicherheits-Polizeigericht may apply to be judges as civilians, and maybe having a sign up test from a more experienced Richter. This would raise Richter numbers, which is often a problem when the NSB or the future ABI need to trial someone and no Richters are in the city. More Richters, less wait time. They will have to have the Richter role so they can get pinged, but they will not be listed as a faction on the leaderboard.(They could also wear suits if Judge models are not available. I also don't know if the Sicherheits-Polizeigericht will exist in MITHC but it should still apply)

The wait time for richters isn’t that bad. Having a civilian have oversight/authority over government employees isn’t right, especially since they are still civilians and thus prone to outside influence. No faction would accept another faction having policing authority over them, let alone civilians. Government courts are an option as well, if the charges are applicable to civil/criminal law and not just faction specific law.

I think you are forgetting about the MOJ and WC, so there are more choices than the Sicherheits-Polizeigericht. And civilians overseeing trials... that can be self-explained on why it is not a good idea.

The main problem I've seen with Richters in civil courts over the years is the same one that tends to effect LaPo population. In times where civilian RP is flourishing you'll also tend to see an increase in civilian crime and therefore law enforcement actions. Richters in civil courts being limited to civilian jurisdiction means that when these law enforcement actions slow down due to reduced civilian RP they're inevitably left standing around with nothing to do alongside the LaPo.  Bored players aren't happy and its only a matter of time before they switch to one of the other factions not necessarily effected by the state of Civilian RP. Fewer Richters and LaPo officers mean less conflict for anybody trying to run criminal organizations which counterintuitively also negatively effects their experience and incentivizes them to also switch to another faction. I don't necessarily know the solution to that problem but certainly something that should probably be looked at as we move to MITHC. With that all being said having non fractioned civilians be more involved in the legal system would be great but I don't know if I would go so far as to make them Richters, perhaps more inclusion of private defense attorneys through some sort of "everybody has the right to a lawyer" decree might sort of force the courts hand but making civilians Judges doesn't solve the root problem. Even civilian judges like you've described would be standing there with nothing to do unless there is an active criminal element and police force to counter it, they too would likely switch to one of the other factions. In the forum threads I've seen so far though asking which factions people would join there have been a few people talking about civilian enterprise so hopefully there would be some sort of major resurgence!
