/checkplates command on Q-Menu spawned vehicles

Description of the idea:
Place restrictions/special requirements on spawning cars through the Q-Menu. Whenever a /checkplates command is ran on a car spawned via Q-Menu, a simple error saying there are no records of this car as opposed to a really nice looking set of information being displayed in chat corresponding to the car's owner. This sparked my interest to writing a suggestion as I had a situation with someone on the run after flipping their car escaped and the checkplates command could have solved a few problems (skill issue on my part).

Why should this be added?: 
This will allow the /checkplates command to be a surefire way to identify someone based on the car they've driven especially after a crime they've committed.

What negatives could this have?: 
 Spawning cars in the Q-Menu is important for specific scenarios especially for high command. Removing/restricting car spawn will hinder large operations or officials trying to quickly respond to a meeting.
