For some context the Wachtdenstregiment is the largest branch within the Volkswachter requiring max recruitment, to help further help in the process of recruiting and transferring members wont have to rely if any admins are on to take there sit since me being in the uk the time zones for some admins don't allow them to make it to the sit.

I won't comment on this due to the fact he is apart of my faction however, I will vouch to say Sinex is in a role that requires large amounts of recruiting and transferring. 
A bit more of an explanation from you Sinex would help with explaining that.
