ISSUE WITH LEARNING LANGUAGE (CHARACTER SPECIFIC)

When I went to learn a language with one of my characters at the language vendor in the bank, an error occurred, saying that I "already learned a language" and needed to donate to learn another. This contradicts what the video shows, as I approach the vendor with sufficient money, try to learn every language, and then speak all of them, however, my character can't speak any of them for some reason. I’m unsure why this is, as when I attempted to learn a language with a secondary character, I was immediately able to learn Italian with no issues.
