Description of the idea: The ability to 'localmute' from the leaderboard(?)

Why should this be added?: To prevent headaches after extended periods of exposure to the incomprehensible (I.E. Saint), and others unfortunate to be labeled ESL. 

What negatives could this have?: Unfortunately these people grovel themselves into semi-important positions, so maybe a hispanic General, or two, will be muted during roleplay.

Additional information: Prolonged headaches can develop into serious issues like cluster migraines, which can develop into its own sub-defects, which could probably be seizures and aneurysms. 

I see no cons to this other than people being false-flagged as ESL, though some people just sound like that.
