-1 Let's be realistic. The milieu would not even survive or have a chance to start in Berlin. This is the heart of the German Empire, an Empire who is currently hostile to all foreigners from nations they are warring. Berlin is no place for a French criminal network to operate within. The French Underworld only works well in their own territory, due to connections and protection.
