He clearly states he was given an order to open fire by a superior in his ranks.
He was listening to rules, which is clearly stated in RP "If you are hesitant on orders, you will be fired". He obviously didn't want that to happen, simply because he enjoys the server.
During the time of the situation, lots of fights where going on. He obviously didn't hesitate with the order because of the situations that happened over the course of the past few days, and on the day of the incident.
In my time playing with him, he follows orders, is disciplined, and is a great person. He was just listening to what he was told to do.
(He also states he has clips, and in both will contain the orders from a superior.)
