+1 It does call for a map update, however I believe that some things can be fixed without changing the map, like creating new illegal ways to earn money, like cigarette smuggling or moonshine brewing. All in all I am very mutch behind the idea of replacing the sewers as the main illegal activity place for an outskirts area like there used to be, with a forrest, some abandoned building and a large body of water.
